Description

Position Purpose:
The purpose of this position is to support the Director of Public Works in the performance complex supervisory, administrative, and professional work in planning organizing, directing, and supervising the Department of Public Works.  Additionally, provide professional civil engineering oversight and services relating to the design, construction, and maintenance of town engineering projects, public works, construction, as well as the Town’s surveying and mapping efforts.

Examples of Duties

Essential Functions:
Under the administrative direction of the Director of Public works, plan, organize, and coordinate day to day activities of Public Works functions through multiple levels of management and supervision within the Department. Provide administrative management support and oversight of all operational divisions.

Confer with Town officials in support of departmental operations and attend board meetings and public hearings to provide technical information. Coordinate activities, and attend meetings and communicate with the Director, other managers in the department and managers of other departments. Represent the Director and the Department at board and committee meetings and with State and Federal agencies. Act in place of the Director in their absence

Assist in development and preparation of the Public Works Department annual operating budget, annual capital budget plan and fiver-year capital budget plan. Monitor expenses against approved budget. Expend funds as authorized. Account for all Public Works funds.

Prepare first draft of and manage current and projected budgets for municipal infrastructure projects; assist in bid process; assist in development of Town-wide capital plan and pursue federal, state and other grant funding opportunities. Oversee consultants, scheduling and progress, quality of work, and implement cost control measures.

Perform engineering duties to carry out preservation, maintenance, and construction of public works related projects; conducts long-range planning of improvements securing funds, grants and approvals.

Oversee data collection and asset management of all town infrastructure to ensure public safety and compliance with federal and state mandates; including but not limited to MS4 permitting, pavement management, dam maintenance, ADA compliance etc.

Assist with snow and ice removal during winter months. May frequently operate a small truck with plow assisting DPW personnel.

Respond to a variety of requests for information from residents, citizen committees, town departments and elected officials regarding public work services. Represent the Town at meetings, conferences and public forums. Coordinate public works operations and activities with other town departments to share resources and work on joint projects. Provide information for the media and public outreach. Respond to requests for information from state and federal agencies.

Procure supplies and services by preparing Invitations to Bid and Requests for Proposal for public works operations in accordance with the Commonwealth of Massachusetts Uniform Procurement Act, Chapter 30B. Interpret plans, blueprints and specifications to write specifications for town supplies and equipment, obtain bids and recommend awards for outside construction, services, light and heavy equipment and supply contracts.

Perform similar or related work as required.

Typical Qualifications

Recommended Minimum Qualifications:
Education and Experience:
Bachelor of Science degree in civil engineering required; ten years of full-time professional technical experience in civil engineering with four years as a licensed engineer; at least four years of supervisory and budgetary experience; or any equivalent combination of education and experience.

Additional Requirements:
Required:  Current registration as Professional Civil Engineer in Massachusetts
Valid motor vehicle operator’s license

Preferred:  Massachusetts Certified Public Purchasing Officer (MCPPO)
Professional Land Survey registration

Supervision:
Supervision Scope: Perform highly responsible work requiring the exercise of considerable independent judgement in planning, direction and control of operation and maintenance of public works infrastructure.
Supervision Received: Work is performed under the administrative direction of the Director of Public Works.
Supervision Given: Has indirect supervisory responsibility for all department employees, contractors and consultants under the Town.

Work Environment:
Work is normally performed in a typical DPW office environment. Performance of essential functions may occasionally require exposure to adverse environmental condition, such as, dirt, dust, pollen, odors, wetness, humidity, rain, fumes, smoke, extreme temperatures, and loud noise.

Operate an automobile/utility vehicle, personal computer and standard office equipment as necessary to complete essential functions to include the use of word processing, spreadsheet and budgetary software.

Make frequent contacts with department employees, other town officials, town department heads, boards and commissions, local, state and federal agencies, engineers, architects, vendors, contractors, consultants, developers, utility company representatives and the general public.

Has access to all department-related confidential information such as departmental personnel records, litigation, bid documents and contract negotiations which requires the application of appropriate judgments, discretion and professional protocol.
